Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Thursday 4th November 2021 commencing at 7.15pm

PUBLIC FORUM
There were no members of the public present to make any short statement or ask any questions.
    
1.    REMARKS BY CHAIRMAN
Cllr Spencer welcomed all to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Howden forwarded his apologies of which it was resolved to accept this reason for absence.

Cllr T O’Brien had forwarded his resignation to the Parish Council due to moving away from the village.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Spencer declared an interest in Item 9c on the agenda.

4.     NOTES OF THE MEETING HELD ON THURSDAY 2nd SEPTEMBER 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
LCC Cllr Bowkett sent her apologies as she was currently unwell though forwarded a report for the Parish Council’s with the following information:
•    RWM is a management team looking for a suitable site across the UK for Geological Disposal Facility of Radioactive Waste,  A working group is being formed with local Parish Councils in association with Lincolnshire County Council. The group is an information gathering exercise for views across the community as to whether a GDF should be built at Theddlethorpe.
•    HM Lord-Lieutenant of Lincolnshire and RAF Coningsby’s Station Commander recently planted a tree at the Battle of Britain Memorial Flight to commemorate the Queen’s 70th Jubilee. This was to coincide with the Queen’s Green Canopy initiative to plant across the UK various trees to mark Her Majesty’s Platinum Jubilee in 2022.
•    On 13th October 2021 LCC held their first Lincolnshire Climate Summit during the run up to the 2021 UN Climate Change Conference in Glasgow.
•    Lincolnshire Waste Partnership are celebrating a successful year as they have continued to deliver innovative services and improvements while dealing with the challenges of the pandemic.
•    NHS Lincolnshire Clinical Commissioning Group will be conducting a formal public consultation exercise on the future of a number of NHS services.
•    The Lincolnshire Autism Partnership Board are asking people for their views on how to make sure that the right support is provided at the right time. They are particularly keen to hear the thoughts of autistic people – both children and adults, their families, carers and professionals.

    No apologies or reports have been received from ELDC Cllr Swanson.

According to the Police.uk website three incidents of Public order were reported in August 2021 that still being investigated. Information relating to September 2021 is currently unavailable.

6.    HIGHWAYS
a.    Community Speed Watch

The clerk informed that after speaking with the relevant officer the following information was relayed:
•    Need to have a team of designated volunteers in place
•    Next will be a Power Point presentation in two parts given
    i.    Theory
    ii.    Sign identity forms
•    Then there will practical training
However, before anything can proceed the Parish Council would need to have designated sites where the speed watch will be taking place. It is suggested that five are allocated for submission then someone from the team will come and assess their suitability.

Designated sites suggested were outside the Chairman’s property, outside Linkage, outside All Saints Church and opposite Chapel Lane. A proposal was made to ask for volunteers at the next coffee morning.

b.    Public Footpath Marker 164
It was reported to the Chairman by a resident that this marker was missing. This information has been forwarded to LCC Cllr Bowkett and it was relayed that this needed to be put on Fix my Street to be assessed. 

7.    QUEEN’S JUBILEE
This item was deliberated. It was decided that it may be good to join forces with Toynton Village Hall committee to hold an event it like a village fete.

8.    PLANNING
There were no planning applications received prior to this last meeting.
a.    Report on any Planning Application Information and/or Decisions
    Full Planning Permission has been granted to the following:
•    Extension and alterations to the existing dwelling to provide additional living accommodation. Existing conservatory to be demolished – Lyons Hill, Chapel Lane, Toynton All Saints  
•    Two story extension and alterations to the existing dwelling to provide additional living accommodation – Kerrydale, Fenside Road, Toynton All Saints

In association with refused planning permission S/185/00297/21 - Siting of a log cabin for holiday accommodation, existing cabin, outbuildings and sheds on site to be removed – Log Cabin, Land north or Peasgate Lane, Toynton All Saints, Planning enforcement have been looking into a breach that works have been carried out at this location despite that the application was denied (copies of letters received for your information enclosed with summary. During the investigation the application has appealed against the decision, and we are currently waiting the result from this.

Two residents have written to the Parish Council in relation to concerns of potential development in the village. This matter was discussed and after deliberation it was thought that due to certain factors like badger sets being protected within this area that this land would not be used for development, though it was decided to keep a vigilant eye on the situation.

9.    FINANCIAL MATTERS 
a.    Financial Report

The balance of the Treasury Account before any payments are made is £3173.83 and that of the Reserve Account is £1542.21.

    It was resolved that these payments should be made.

c.    Grant Application from Toynton Village Hall
An application has been received from the Toynton Village Hall) for £200 in association with refurbishment of the disabled toilets to meet regulations. After deliberation but with Cllr Spencer abstaining from the vote due to her previous declaration, it was resolved to approve this application.

d.    To set precept for 2022/2023 Financial Year
A budget summary had been circulated to the Parish Council. After deliberation it was resolved to set the 2022/2023 precept at £3800.

    The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Thursday 6th January 2022.
