18th May 2021 Annual Parish Council Meeting Resolved Minutes

Minutes of the Annual Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Tuesday 18th May 2021 commencing at 7pm

PRESENT:    Cllr V Spencer presiding as Chairman
        Cllr G Howden, Cllr T O’Brien, Cllr A Shaw and Cllr M Stockley

PUBLIC FORUM
There was one member of the public present, but no questions or short statements were made.

1.    ELECTION OF CHAIRMAN FOR THE FORTHCOMING FINANCIAL YEAR – INCLUDING SIGNING OF THE DECLARATION 
It was proposed, seconded and resolved that Cllr Spencer should continue as Chairman for Toynton All Saints Parish Council for the forthcoming year. The declaration was then signed and witnessed by the Proper Officer (Clerk to Parish Council).
    
2.    ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed, seconded and resolved that Cllr Howden should continue as Vice-Chairman for Toynton All Saints Parish Council for the forthcoming year.

3.    REMARKS BY CHAIRMAN
Cllr Spencer remarked that she was happy to continue as Chairman for the forthcoming year and how nice it was to see each other in person instead of virtually.

4.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance thereby no apologies required to be given.

5.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

6.     NOTES OF THE MEETING HELD ON WEDNESDAY 10th MARCH 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

7.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
ELDC Cllr Swanson reported the following:
•    Informed that he is still a member for the forthcoming year on the Planning Committee. 
•    A zoom meeting was held between councillors in association with regeneration of towns.  Though car parks were not mentioned.
•    Lincolnshire & Nottingham Air Ambulance are preparing for a busy summer.
•    Between 17th and 23rd May it is Dementia Action Week which is in coincidence with NHS.

    No apologies or information has been received from LCC Cllr Bowkett.

    Incidences reported from the Police.uk website are as follows:
  February 2021
Two incidents of Violence and Sexual Offence were reported on or near to Watermill Lane – Unable to prosecute suspect, this could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

    March 2021
    No incidents were reported in the area of Toynton All Saints during March 2021

8.    AUDIT OF ACCOUNTS FOR 2020/2021 FINANCIAL YEAR
The accounts for the year ending 31st March 2021 have been perused and signed off sufficiently justified with records fully completed and accurately supported with the relevant documentation by the Internal Auditor.   

All sections have been circulated among the Parish Councillors for resolution to be officially signed off before all relevant documentation can be the forwarded as legally required to the External Auditor PKF Littlejohn.

a.    Resolution of Section 1 – Annual Governance statement
    This section was reviewed, assessed, agreed and signed.

b.    Resolution of Section 2 – Accounting statement
    This section was reviewed, assessed, agreed and signed.

c.    Resolution of Certificate of Exemption
    This section was reviewed, assessed, agreed and signed.

9.    PARISH MATTERS
a.    Notice regards Dogs loose within Church Grounds

It has been reported that Dogs are running loose and fouling within the Church Grounds.  There is an uncertainty of how this could be policed.  It was suggested that maybe signs could be erected and to liaise with the Church Warden to see how the Parish Council could help.

b.    Over hanging Privet Hedge
It was reported that the privet hedge near to 54 Main Road was encroaching into the already narrow road and need rectifying as soon as possible.

c.    Methodist Chapel
It was reported that the Methodist Circuit have decided to put the Chapel up for sale and therefore will not reopen and feel it would be left to decay.  It was agreed that it would be a shame to lose such an amenity to the village and that as a community look at doing something to save it.

10.    HIGHWAYS
a.    Public Footpath/Bridal from Watermill Lane to East Keal Church

This has been reported on Fix my Street back in March 2021, but no reply or action has been taken to date.  This is an area used frequently and is a hazard to all users as needs repairing and a non-slip surface.

Cllr Spencer reported that she has been in talks with the British Horse Society who have agreed match funding for aid with this and also gained permission of the landowner but without response from LCC unable to do anything at the present.

b.    Double yellow lines on corners of Main Road/Chapel Lane, Toynton All Saints
A resident is parking adjacent to the noticeboard which is right opposite an additional resident’s driveway which does not help with visibility from there or from Chapel Lane.  Something definitely needs doing to aid this with this area.

11.    PLANNING
The following planning application was received since the last meeting which was circulated among the planning forum for their observations where a decision from ELDC has already resolved
a.    S/185/00523/21 – Extension and alterations to existing house to provide a living room and integral garage with first floor bedroom and en-suite over and to provide provision of a Juliet balcony – 2 Main Road, Toynton All Saints

b.    Report on any Planning Application Information and/or Decisions
The following application has been refused:
•    S/185/00297/21 – Siting of a log cabin or holiday accommodation, existing cabin, outbuildings and sheds on site to be removed – Log Cabin, Land North of Peasgate Lane, Toynton All Saints

The following applications have been approved:
•    S/185/00334/21 – Extension to existing house to provide an enlarged garage and store with first floor sitting room and bedroom with en-site over and including the provision of 2 no. dormer windows – Carrabou House, Main Road, Toynton All Saints
•    S/185/00523/21 – Extensions and alterations to existing house to provide a living room and integral single garage with first floor bedroom and en0suite over and to include provision of a Juliet balcony – 2 Main Road, Toynton All Saints

12.    FINANCIAL MATTERS 
a.    Resolution to renew Parish Council Insurance

The quote received from current Insurance company Zurich Municipal for 2021/2022 is £190.37 this is an increase of £17.44 from last year’s policy, which takes into account the adjustment due to the value increase of the noticeboard that they did not charge for in last year’s policy.

Additional quotes were requested from other companies that provide specialised Parish Council insurance.  One other was received from BHIB and the figure they have given is £207.09 for a standard premium or £375.86 to have property damage included in the premium.

After deliberation it was resolved to renew the Parish Council Insurance with Zurich Municipal.

b.    Financial Report
Following the credit of the precept and that one cheque for £70.90 to HMRC in relation to Employers NI contributions has been paid since the last meeting the balance of the Treasury Account before any payments are made is £4503.80 and that of the Reserve Account is £1542.15.

15.    DATE OF THE NEXT MEETING 
    The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Thursday 1st July 2021.
