Minutes of the virtual Toynton All Saints Parish Council Meeting held on Wednesday 13th January 2021 commencing at 7pm

PUBLIC FORUM
There were no members of the public present.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
No apologies had been received prior to the meeting.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs Shaw and Stockley declared an interest in Item 4c on the agenda.
3. NOTES OF THE MEETING HELD ON WEDNESDAY 11th NOVEMBER 2020 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES
LCC Cllr Bowkett reported the following:
- Finally, 2021 is here, 2020 was a long tough year for everyone, especially for those living alone and being isolated for most of the year, and unfortunately 2021 has found us in the same position, the message of staying at home and keeping safe must be followed.
- The Covid Vaccine for the Toynton area is Spilsby Franklin Hall. Residents will be contacted with a date to attend and anyone unable to attend due to being housebound will still be able to have a vaccination with the new vaccines that are being made available but will take a little longer. Every adult will be offered the vaccine during 2021 and hopefully as many as possible will take the offer up.
- Please remember to call 111 if you have an urgent medical problem, they will offer you advice on where to get treated safely and effectively, not forgetting if it is life threatening then call 999.
- Parents who have paid for school transport will be offered a 40% refund.
- Test and trace support payments are still available to support residents and their families if they have to isolate.
- Spoken with Highways regarding the double yellow lines. This was previously assessed and after speaking with residents they were informed that this was no longer required but not contacted the Parish Council to confirm this, therefore will get them to reassess this after lockdown.
- The County Council are working with Toynton All Saints Primary School’s new head teacher regarding plans and ideas for getting the children to the school safer.
Incidences reported from the Police.uk website are as follows:
October 2020
1 x Other theft on or near to A16 - The investigation has completed with no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
1 x Burglary on or near to Watermill Lane - The investigation has completed with no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

November 2020
No incidents were reported in the area of Toynton All Saints during November 2020.
5. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account before any payments are made is £2405.00 and that of the Reserve account is £1542.09.

It was resolved that these payments should be made.
c. Grant application from All Saints Church
A grant application had been received from All Saints Church for the sum of £300 in association with Church Maintenance.
The application was discussed between the Parish Councillors. Due to the uncertain circumstances, it was resolved to award the grant this year of £300.
6. OTHER PARISH MATTERS
a. Highways
i. Double yellow lines on corners of Main Road/Chapel Lane, Toynton All Saints
This matter was discussed earlier in the meeting with LCC Cllr Bowkett and considered that this was still a necessity.
ii. Parking in the vicinity of Toynton All Saints Primary School
A letter had been received from the Headmistress of the Primary School which had been circulated among the Councillors regarding this matter stipulating measures in place with staggered start and end times for pupils and talking with Local Authority in aiding with this situation.
PCSO Pearson had contacted the clerk and informed that the area team have been paying attention to this as and when possible and will continue to do so, however they have not yet noticed any unnecessary obstructions.
iii. Speeding within the village
On “Nextdoor” it has been reported how horrific the speeding is within the village.
It was thereby said that once lockdown had finished the Community Speed Watch would be able to commence.
b. Planning
The following planning applications had been received since the last meeting which were circulated among the planning forum for their observations:
- S/185/02020/20 – Extension to existing bungalow to provide a kitchen, enlarged bedroom and en-suite – 67 Main Road, Toynton All Saints
- S/185/02093/20 – Erection of a detached house with an attached double garage and construction of a vehicular access – Land south of 96 Main Road, Toynton All Saints
- S/185/02115/20 – Siting of a log cabin for holiday accommodation, existing cabin, outbuildings and sheds to be removed – Jims Field, Peasgate Lane, Toynton All Saints
It was reported that the forum approved both i. and ii. but objected to iii. as this was in an area of natural beauty.
iv. Report on any Planning Application information and/or Decisions
Full Planning Permission has been granted to the following:
• Extension to existing bungalow to prove a kitchen, enlarged bedroom and en-suite – 67 Main Road, Toynton All Saints
• Erection of a detached house with an attached double garage and construction of a vehicular access – Land South of 96 Main Road, Toynton All Saints
Notification has been received from ELDC Planning Enforcement in association with a breach of condition on Land on the north side of Peasgate Lane, Toynton All Saints stipulating that they are complying with planning conditions.
Notification has been received from the Planning Inspectorate in association with appealing against conditions 2,6 and 7 relating to approved planning application applied to 9 Main Road, Toynton All Saints. The decision was that condition 6 should be deleted and then a new condition imposed requiring the acoustic fence to be erected within two months from the date of this decision and thereafter retained and maintained. However, conditions 2 and 7 were not reasonably imposed and therefore should be deleted.
c Parish Matters
i. Methodist Chapel
The Chapel is now formally closed. Discussion on this was deferred to the next meeting.

7. ANY MATTERS FOR DISCUSSION ONLY TO INCLUDE ANY ADDITIONAL ITEMS FOR THE NEXT AGENDA
Cllr Spencer reported that new flooring was currently being laid at the Village Hall with the new defibrillator being installed soon.
8. DATE OF THE NEXT MEETING
The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Wednesday 10th March 2021.
