Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Tuesday 1st July 2021 commencing at 7pm

PUBLIC FORUM
There were two members of the public present of which the following statement/questions were made
• Is any information known about what is going to be happening with the Methodist Chapel in the village?
No definite knowledge of what will be happening regarding the Methodist Chapel at present. Finding the deeds seems to be the concern at the present moment.
1. TO CONSIDER ANY APPLICATIONS FOR CO-OPTION TO VACANCIES ON THE PARISH COUNCIL
One application has been received from a Mr Richard McLaughlan. After deliberation it was resolved to accept him as a new member of the Parish Council.
2. REMARKS BY CHAIRMAN
Cllr Spencer welcomed all to the meeting and thanked the new member for showing interest in the Parish Council and the community.
3. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr O’Brien forwarded is apologies of which it was resolved to accept his reason for absence.
4. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
5. NOTES OF THE MEETING HELD ON TUESDAY 18th MAY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
6. TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES
LCC Cllr Bowkett reported the following:
o First, she relayed that she was grateful for being re-elected within the Wainfleet Ward as Councillor for Lincolnshire County Council. With this she has been made port folio holder for Adult Care and Public Health.
o Organisations from the voluntary and community sectors, Higher and Further Education, local councils and business support organisations are being invited to bid for revenue funding for projects supporting growth in Lincolnshire. Projects of at least £500,000 are encouraged, with delivery in full required by March 2022. The Invitation to Bid document and all of the information organisations will need to via Mandy Ramm for Funding and Investment: CommunityRenewalFund@lincolnshire.gov.uk
o The County Council’s highways teams are embracing a range of new ways of working to be more effective and save money. To help us deal with potholes and other road defects even more quickly, we are trialling software that can assess the size and depth of a pothole, just by snapping a picture with a mobile phone, so they can schedule the repair and calculate the material needed. The council has also trialled the new JCB Pothole Pro. The all-in-one machine can cut out the defect, remove waste material and sweep the area – all tasks that would ordinarily have to be completed manually. The company claims it can reduce repair times to as little as eight minutes. Only two such machines are currently on trial in the country.
o A multi-million-pound programme , in partnership with District Councils and Housing Associations to create new and improved housing for older people.
o If you are looking to donate unwanted items rather than take them to a Household Waste Recycling Centre or throw them away? There are a whole host of ways to give to good causes available to this. For example, some charities are offering 'drive-thru' donations, such as St Barnabas Hospice. The British Heart Foundation has a freepost donation service , while Cancer Research UK also has remote ways to donate vintage goods as well as books, CDs and DVDs through Ziffit and Virgin Money Giving
o For the first time, over 75,000 records from Lincolnshire's Historic Environment Record are now available to the public online at the newly launched Lincolnshire Heritage Explorer, enabling everyone to discover the amazing wealth of evidence of our county's past.
ELDC Cllr Swanson reported the following:
o It is now four weeks into the work on the new hub in Horncastle.
o Green Homes Grants are now available of which information can be found on the ELDC website.
o CCTV funding in Ingoldmells has been granted
o The paddling pools in Skegness have now reopened.
o Money is available to those who can’t work from home who have to self-isolate
o There has been an extraordinary meeting held to principally discuss the Boston Borough Council and ELDC Alliance to look at to also include South Holland.
Incidences reported from the Police.uk website are as follows:
April 2021
One incident of Burglary was reported on or near to the A16 - Investigation complete; no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
No incidents were reported in the area of Toynton All Saints during May 2021.
7. PARISH MATTERS
a. Dogs loose within Church Grounds
Notices has recently been put up around the village. The clerk relayed that this had been done by the Dog Warden and has advised that if more help or information is required to not hesitate to contact her.
b. Methodist Chapel
Following the last meeting the clerk contacted MP Victoria Atkins in regard to additional information relating to the Community Fund. An email has been received with a response to this and other funding available.
It was decided to keep this information at hand to discuss once more information was known about the future of the Methodist Chapel.
8. HIGHWAYS
a. Community Speed Watch – including purchase of Speed Gun
It was agreed to go ahead and purchase the Speed Gun and to discuss this matter in more detail at the next meeting.
b. Double yellow lines on corners of Main Road/Chapel Lane, Toynton All Saints
Following assessing the site on three separate occasions, no evidence has been found in relation to excessive parking within this vicinity and therefore have decided not to grant this at the time being. LCC Cllr Bowkett relayed that this would be reviewed if the situation reoccurs again, but photographic evidence of obstructive parking was required before this would be reconsidered.
c. Public Right of Way – Extinguishment of parts of Public Footpath nos. 169,170,172 and all of 171 and creation of Public Footpath no. 1187 safe route to Toynton All Saints Primary School
This matter was discussed with queries raised. LCC Cllr Bowkett said that she could arrange with an Officer to meet at the site to go through this in detail of which it was agreed that this would be beneficial.
9. PLANNING
The following planning application was received since the last meeting which was circulated among the planning forum for their observations.
a. PL/0078/21 – Approval of conditions 3 (surface water drainage), 4 (landscaping scheme), 5 (odour management plan), 6 (access improvements), 7 (passing places) S/045/00496/19 – Land attached to Glebe Farm, off Fen Road, Spilsby
b. Report on any Planning Application Information and/or Decisions
No planning application information and/or decisions have been received.
c. Potential development behind All Saints Church
Rumours have been circulating within the village following the clearing of trees and the paths being widened that there is the possibility of lodges being sited here. There is no planning application in association with this at present. It was decided to keep an eye on this area and discuss this matter when more information was known.
10. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £4133.37 and that of the Reserve Account is £1542.15.

13. DATE OF THE NEXT MEETING
