Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Thursday 2nd September 2021 commencing at 7.15pm

PUBLIC FORUM
There were no members of the public present to make any short statement or ask any questions.
1. REMARKS BY CHAIRMAN
Cllr Spencer welcomed all to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance therefore no apologies were needed to be given.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON THURSDAY 1st JULY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES
ELDC Cllr Swanson relayed that the only information to report was that Lincolnshire District Councils have confirmed support to the Government Afghanistan Relocation Policy.
LCC Cllr Bowkett sent her apologies as she was away at the time of the meeting. There was no report forwarded in regard to the County Council’s August break.

June 2021
One incident of Public Order reported on or near to the A16. Unable to prosecute suspect - This could be for several reasons, e.g. the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
July 2021
One incident of Violence and Sexual Offence reported on or near to The Square. Unable to prosecute suspect - This could be for several reasons, e.g. the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
6. HIGHWAYS
a. Community Speed Watch
It was agreed to purchase the Speed Gun as soon as possible and to contact the Lincolnshire Road Safety Partnership Officer to be able to proceed.
b. Public Right of Way – safe route to Toynton All Saints Primary School
A meeting had been held with representatives of the Parish Council and Officers from LCC to discuss this proposal in more detail.
Notifications were received from LCC Highways in regard to Temporary Traffic Restrictions
i. Between 11th and 15th October 2021, Chapel Lane/Peasgate Lane temporary restriction for works being done by Western Power Distribution.
ii. Between 25th and 27th October 2021, Main Road near Fenside/Eastville Road temporary restriction for works being done by Anglian Water.
7. PLANNING
The following planning applications were received since the last meeting which was circulated among the planning forum for their observations.
a. S/185/01424/21 – Rear single storey extension to existing dwelling to provide additional living accommodation and erection of a detached single garage – Copperfields, 10 Main Road, Toynton All Saints
Permission has been granted by ELDC on this Planning Application
b. S/185/01562/21 – Extension and alterations to the existing dwelling to provide additional living accommodation. Existing conservatory to be demolished – Lyons Hill, Chapel Lane, Toynton All Saints
There was no objection to this application.
One additional Planning Application has been received since the setting of the agenda which was being perused by the Planning Forum – S/185/01793/21 – Two storey extension and alterations to the existing dwelling to provide additional living accommodation – Kerrydale, Fenside Road, Toynton All Saints
c. Report on any Planning Application Information and/or Decisions
No planning application information and/or decisions have been received.
8. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £3563.26 and that of the Reserve Account is £1542.17.

10. ANY MATTERS FOR DISCUSSION ONLY TO INCLUDE ANY ADDITIONAL ITEMS FOR THE NEXT AGENDA
The Village Hall is soon to be painted and additionally will be looking for grants towards refurbishing the disabled toilets so that they will be up to government regulations.
11. DATE OF THE NEXT MEETING
The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Thursday 4th November 2021.
