10th March 2021 Resolved Minutes
Minutes of the virtual Toynton All Saints Parish Council Meeting held on Wednesday 10th March 2021 commencing at 7pm
PRESENT: Cllr V Spencer presiding as Chairman
Cllr G Howden, Cllr T O’Brien, Cllr A Shaw and Cllr M Stockley

PUBLIC FORUM
There was one member of the public present of which the following questions/short statements were made.
- Could the approve minutes be displayed in the noticeboard as not everyone has internet access?
- Since work done by cable company leading to the Church, large agricultural vehicles are mounting the footpaths and thereby damaging them along with leaving debris from verges.
Cllr Spencer stated about LCC Fix my Street on their webpage about reporting any issues and the more people that relay the same matter may encourage work to be looked into and rectified.
Other issues raised:
- Footpath from Linkage to A16 – Is this matter going to be rectified?
- The development down Peasgate Lane and condition of the road within this vicinity and the Public Footpath nearby, walkers seem now to prefer to ignore this area and go elsewhere.
- Rubbish being burned at the Windmill all weekend
- Following road maintenance Main Road, a road-sweeper went up the drive of no. 8 and took off its surface .
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
No apologies had been received prior to the meeting.
It was relayed that Cllr Swanson had forwarded his resignation from the Parish Council but will be remaining as a representative as District Councillor for East Lindsey District Council.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
3. NOTES OF THE MEETING HELD ON WEDNESDAY 13th JANUARY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES
ELDC Cllr J Swanson sent his apologies due to having to attend an East Lindsey District Council meeting but would attend later if it were convenient. Therefore, he forwarded the following reports for the Parish Council’s information
- ELDC Media release re Economic Recovery at the heart of District Council’s budget
- ELDC Media release re Council secure £2.2m to reduce East Lindsey’s Carbon Footprint to help address fuel poverty
- ELDC Media release re Outdoor Festival postponed until 2022
- Email from Leader of East Lindsey District Council re Town’s Fund Announcement
LCC Cllr W Bowkett sent her apologies as she also would be attendance at the East Lindsey District Council meeting and therefore forwarded the following report for the Parish Council’s information
- From 8th March 2021 Household Waste Recycling Centres across the county will change with residents being able to take recycling, garden and general waste on any opening day, though in order to manage the number of people on site and to prevent queues the “lick and Tip” booking system will remain in place.
- LCC and Lincolnshire Chamber of Commerce joined to create The Lincolnshire Leadership and Wellbeing Hub as a support to local businesses.
- The health and wellbeing of residents in Lincolnshire is important the following site www.oneyoulincolnshire.org.uk is available.
- In April 2020, Healthwatch Lincolnshire invited the public to tell LCC how the Covid-19 pandemic was affecting them. One year on LCC are revisiting this work to ask how the public have adapted to new ways of accessing healthcare and whether they are excited to get back to general activities they use to do before.
Incidences reported taken from the Police.uk website are as follows:
December 2020
One incident of Criminal Damage and arson on or near to Chapel Lane – Unable to prosecute suspect, this could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
January 2021
No incidents were reported in the area of Toynton All Saints during January 2021
5. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account before any payments are made is £1947.25 and that of the Reserve account is £1542.09.

It was resolved that these payments should be made.
6. OTHER PARISH MATTERS
a. Highways
i. Double yellow lines on corners of Main Road/Chapel Lane, Toynton All Saints
A resident has been parking adjacent to the noticeboard which is an accident waiting to happen especially as this is also opposite driveways and near to Chapel Lane’s junction and as the Main Road is used by several large vehicles this area is not suitable for constant parking there.
The clerk was asked to chase and see if and when this agenda item is being reassessed.
b. Planning
The following planning applications had been received since the last meeting which were circulated among the planning forum for their observations:
- S/185/00297/21 – Siting of a log cabin for holiday accommodation existing cabin outbuildings and sheds on site to be removed, Log Cabin, Land north of Peasgate Lane, Toynton All Saints
This application was discussed and despite alterations the status was to still object as reasons per previous application.
- S/185/00334/21 – Extension to existing house to provide an enlarged garage and store with first floor sitting room and bedroom with en-suite over and including the provision of 2no. dormer windows – Carrabou House, Main Road, Toynton All Saints
This application was discussed and looking at the plans it looks as if this is a separate dwelling with no access from the main property. Concerns were raised that it would be used as a holiday let.
iii. Report on any Planning Application information and/or Decisions
No other Planning Application information or decisions have been received.
iv. Local Plan Consultation
The consultation papers had previously been circulated to the Parish Councillors to view. This matter was discussed, and one resolution was that more power of a “Yes or NO” within our own area being that this smaller authority has more validated knowledge of what the village needs and wants.
c. Parish Matters
i. Methodist Chapel
It was reported that the Methodist Circuit are looking into taking over the Chapel and run it as a Village Hub for Coffee Mornings, Group Meetings and other activities though there are no known details at present.

7. ANY MATTERS FOR DISCUSSION ONLY TO INCLUDE ANY ADDITIONAL ITEMS FOR THE NEXT AGENDA
The following was discussed:
- The Footpath/Bridal way from Watermill Lane to East Keal Church the first bridge has been replaced however the second one now has a whole in it. This is also slippery, and one resident has already fell into the brook.
At 8.20pm it was resolved to let ELDC Councillor speak after recently joining the meeting
Cllr Swanson asked if confirmation of the information he had forwarded to the clerk had been received and briefly reported this data.
8. DATE OF THE NEXT MEETING
The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Wednesday 12th May 2021.
At 8.28pm it was resolved to go into close session and discuss the next agenda item
9. EMPLOYMENT MATTERS
The clerk’s salary was discussed. After deliberation it was agreed to increase the hourly rate to be reviewed again March 2022.
