Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Thursday 1st September 2022 commencing at 7.15pm

PUBLIC FORUM
There were no members of the public present of to ask any questions or make short statements to the Parish Council.

1.    TO CONSIDER ANY APPLICATION FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLORS
The applicant was unable to attend the meeting, therefore this is deferred until the next meeting.

2.    REMARKS BY CHAIRMAN
Cllr Howden welcomed everyone to the meeting.

3.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Shaw sent her apologies of which it was resolved to accept the reason for absence.

4.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

5.     NOTES OF THE MEETING HELD ON THURSDAY 7th JULY 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

6.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
ELDC Cllr Taylor reported that due to the summer recess there was not much to report other than Mablethorpe Leisure Centre has been given the go ahead to create a Hub for the area.
        
Cllr Howden asked if there was an update on Sessions House.  Cllr Taylor replied that it is progressing but until a grant is received, they can only wait.

LCC Cllr Bowkett forwarded her apologies as she was on Annual Leave at present. There is no information to relay as LCC have been in recess.

According to Police.uk website the following incidents were reported in the area of Toynton All Saints:  During May 2022 one incident was reported of Violence and Sexual Offense in or near to the A16 – Unable to prosecute suspect

    No incidents were reported during June 2022.

7.    PARISH MATTERS
a.    Contribution to rural Minibus Service

LCC Cllr Bowkett forwarded a response in relation to queries raised but informed that things will remain with Call Collect for the time being as quotes that were received were not viable to resume the Wednesday service.

8.    HIGHWAYS
a.    Community Speed Watch

The clerk informed that the Road Safety Partnership Officer will be attending the next Toynton St Peter Parish Council  meeting on Thursday 22nd September, for both Parish Councils where he will be able to give a talk and demonstration about the scheme.

9.    PLANNING
a.    S/185/01484/22 – Consent to display – 1 no. free standing post sign – 2 Fenside Road, Toynton All Saints

    There were no objections to this application.

b.    S/185/01497/22 – Section 73 application to remove condition 6 (report of archaeologist findings) imposed on planning permission no. S/185/0357/16
    There were no objections to this application.

c.    Report on any Planning Application Information and/or Decisions
    No planning applications, information or decisions have been received since the last meeting.

10.    FINANCIAL MATTERS 
a.    Financial Report

The balance of the Treasury account before any payments are made is £4309.70 and that of the Reserve Account is £1542.27.

No other matters were discussed

13.    DATE OF THE NEXT MEETING 
    The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Thursday 3rd November 2022.
