12th May 2022 Annual Parish Council Resolved Minutes

Minutes of the Annual Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Thursday 12th May 2022 commencing at 6.45pm

PUBLIC FORUM
There was one member of the public present former Parish Councillor V Spencer who announced that she was resigning from the Parish Council.

1.    ELECTION OF CHAIRMAN FOR THE FORTHCOMING FINANCIAL YEAR – INCLUDING SIGNING OF THE DECLARATION 
It was proposed, seconded and resolved that Cllr McLaughlan should be appointed Chairman for Toynton All Saints Parish Council for the forthcoming year. The declaration was then signed and witnessed by the Proper Officer (Clerk to Parish Council).
    
2.    ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed, seconded and resolved that Cllr Howden should continue as Vice-Chairman for Toynton All Saints Parish Council for the forthcoming year.

3.    REMARKS BY CHAIRMAN
Cllr McLaughlan thanked everyone for appointing him Chairman and looked forward to working in the post.

4.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Howden forwarded his apologies of which it was resolved to accept this reason for absence.

5.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

6.     NOTES OF THE MEETING HELD ON WEDNESDAY 16th MARCH 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

7.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
ELDC Cllr Taylor sent his apologies due to having to attend the ELDC Annual District Council meeting.

LCC Cllr Bowkett also sends her apologies due to also being a ELDC Councillor and having to attend the ELDC Annual District Council meeting but has forwarded a report for the Parish Council’s information.

•    Due to the atrocities of the Ukraine, families are seeking refuge until the war ends.  In Lincolnshire 214 Ukraine’s have been welcomed and matched with families and are being helped with finance, doctors, school etc to try and ease them to settle in.  The placements are for six months in the first instance, where the situation will then be reviewed to see if families can return home.
•    The first verge grass cut and weed spraying around the district has begun with a further cut due later in the year along with two further weed sprays.
•    The backlog of road repairs has been caught up.
•    The coming year is going to be hard for many people with bills soaring, there is help and support out there by either going to the gov.uk website or call 0345 1212032 or alternatively you can contact the County Councillor who will try and help.

According to Police.uk website the following incidents were reported in the area of Toynton All Saints:
During February 2022 one incident was reported of Violence and Sexual Offense in or near to The Square – Unable to prosecute suspect

During March 2022 one incident was reported of Violence and Sexual Offense in or near to the A16 – Still under investigation.

8.    AUDIT OF ACCOUNTS FOR 2021/2022 FINANCIAL YEAR
The accounts for the year ending 31st March 2022 have been perused and signed off sufficiently justified with records fully completed and accurately supported with the relevant documentation by the Internal Auditor.   

All sections have been circulated among the Parish Councillors for resolution to be officially signed off before all relevant documentation can be the forwarded as legally required to the External Auditor PKF Littlejohn.

a.    Resolution of Section 1 – Annual Governance statement
    This section was reviewed, assessed, agreed and signed.

b.    Resolution of Section 2 – Accounting statement
    This section was reviewed, assessed, agreed and signed.

c.    Resolution of Certificate of Exemption
    This section was reviewed, assessed, agreed and signed.

9.    PARISH MATTERS
a.    Contribution to rural Minibus Service

After deliberation it was decided that in principle the Parish Council would like to support this but required further information before committing to this.  More data was also required about Call Connect the current recommended service to use.

10.    HIGHWAYS
a.    Community Speed Watch

The Parish Council were informed that Toynton St Peter would like to amalgamate with this Parish Council to help cover more of the area.


11.    PLANNING
a.    Report on any Planning Application Information and/or Decisions

    No planning applications, information or decisions have been received since the last meeting.

12.    FINANCIAL MATTERS 
a.    Resolution to renew Parish Council Insurance

The Parish Council Insurance renewal is due on 1st June 2022.  The cost of this year’s fee is £191.72 and increase of £1.35.

After deliberation it was resolved to renew the Parish Council Insurance with Zurich Municipal.

b.    Financial Report
The balance of the Treasury Account following receipt of the precept and before any payments are made is £5614.80 and that of the Reserve Account is £1542.27.

It was resolved that these payments should be made.

d.    Grant application from Spilsby Brownies 
After deliberation it was respectively resolved to award £100, though agreed to wait until the next meeting before confirming this decision.

15.    DATE OF THE NEXT MEETING 
    The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Thursday 7th July 2022.  

There being no further business the meeting finished at 7.36pm
