Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Thursday 7th July 2022 commencing at 6.45pm

PUBLIC FORUM
There was one member of the public present of which the following question/short statement was made to the Parish Council.
•    Expressed the number of speeding vehicles within the village.  Understand that there is to be a new path to the rear of the Primary School but majority of the public still and will use Main Road.  Asked considered the speed of the vehicles near to the church, could speed bumps be erected as these must be cheaper than the cost of a new footpath.

LCC Cllr Bowkett relayed that Highways will be reluctant to put in speed bumps though will speak with the Highways Portfolio holder to assess the area.  She asked has the Parish Council considered having a SID (Speed Indication Device)?

1.    ELECTION OF CHAIRMAN FOR THE FORTHCOMING FINANCIAL YEAR – INCLUDING SIGNING OF THE DECLARATION 
Cllr McLaughlan relinquished the post as Chairman for the Parish Council to allow the opportunity of Cllr Howden being given the post considering he was unable to attend the last Parish Council meeting.  It was thereby proposed, seconded and resolved that Cllr Howden should be appointed Chairman for Toynton All Saints Parish Council for the forthcoming year. The declaration was then signed and witnessed by the Proper Officer (Clerk to Parish Council).
    
2.    ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed, seconded and resolved that Cllr McLaughlan should be elected Vice-Chairman for Toynton All Saints Parish Council for the forthcoming year.

3.    REMARKS BY CHAIRMAN
Cllr Howden thanked everyone for appointing him Chairman and looked forward to working together to ensure that the village is a safe and happy one to live.

4.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.

5.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

6.     NOTES OF THE MEETING HELD ON THURSDAY 12th MAY 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

7.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
    LCC Cllr Bowkett reported the following:
o    A bid for more charging points across the county has been made to government. The bid for £1 million would allow 101 extra standard charging points and 8 rapid charging points to be spread across the county of which Skegness is one of the chosen places. The charging points will be placed in residential areas and car parks to allow for many people to take advantage and be able to use electric cars more easily.
o    Lincolnshire Police are making £20,000 available to purchase 20 high tech night vision cameras to  be used in rural areas to aid reduce rural crime.
o    Lincolnshire Police have launched a Roads Policing Unit, a dedicated team of officers proactively patrolling the roads to try and promote road safety and to target criminals who use the network to commit crime. There are two teams across the County one in Grantham with the latest to be set up in Louth.
o    The collection amnesty of unwanted medical equipment has been extended to the whole of the County.  Therefore, any of our waste/recycling sites will take equipment to be refurbed/cleaned so it can be reused. Large items can be collected by calling 0345 1212032.  In the first few weeks over a £1000 of goods in Lincoln were able to be reused again.
o    The Newly formed integrated care partnership and care board commenced on the 1st July, this sees a new way of working for the health service, this has replaced the CCGs and it should mean greater integrated working across the system including our doctor practices. The reorganisation is much needed, and all aspects of the health service will be looked at and reviewed to hopefully bring a better and easier system to access for our residents.

        ELDC Cllr Taylor reported the following:
o    Spilsby’s Sessions House has been included in the Levelling Up Bid. If the bid is successful, Spilsby Sessions House will be transformed into an outstanding multi-purpose facility, bringing all its many rooms, spaces and even prison cells into use.
o    The east side of East Midlands are planning to try and create an alternative public transport system.  This was previously considered but at the time was unsuccessful, though is now being reconsidered in the future as being that something is required in the rural areas.

According to Police.uk website the following incidents were reported in the area of Toynton All Saints:  During April 2022 two incidents were reported of Violence and Sexual Offense in or near to The Square – Unable to prosecute suspect

    At the time of the meeting there was no updated information on the Police.uk website

8.    PARISH MATTERS
a.    Contribution to rural Minibus Service

LCC Cllr Bowkett had forwarded an email response to queries raised at the last meeting.  A meeting is scheduled at the beginning of August to discuss the original bus service.  Currently looking at a fortnightly service to be run by LCC with a small contribution maybe request by the parishes, though at present the cost is not feasible for this to be reinstated.  

Several queries were raised in response to this; therefore, this agenda item was deferred until the next meeting in order to obtain answers to questions raised.

9.    HIGHWAYS
a.    Community Speed Watch

It was decided that it would be best to get a list of agreed volunteers first before moving on to the next stage.

10.    PLANNING
a.    Report on any Planning Application Information and/or Decisions

    No planning applications, information or decisions have been received since the last meeting.

11.    FINANCIAL MATTERS 
a.    Financial Report

Since the last meeting and following the direct debit payment to ICO in relation to the compulsory Data Protection Fee of £35, the balance of the Treasury account before any payments are made is £4724.60 and that of the Reserve Account is £1542.27.

    It was resolved that these payments should be made.

c.    Grant application from Spilsby Brownies 
After deliberation it was decided to decline the grant application on the bases that the residents of the village do not actually benefit.
