Minutes of the Toynton All Saints Parish Council Meeting held at Toynton Village Hall, Eastville Road, Toynton St Peter on Wednesday 16th March 2022 commencing at 7.15pm

PUBLIC FORUM
There were no members of the public present to make any short statement or ask any questions.
    
1.    REMARKS BY CHAIRMAN

Cllr Spencer welcomed all to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
No apologies had been received prior to the meeting.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Shaw declared an interest in Item 9c on the agenda.

4.     NOTES OF THE MEETING HELD ON THURSDAY 2nd SEPTEMBER 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
With the exception of Cllr Howden abstaining from voting, it was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.     TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES 
Newly elected ELDC Councillor Taylor sent his apologies as he is currently away.

LCC Cllr Bowkett reported the following:
•    Despite an increase in Government funding the Council have had to revise the budget proposal for 2022/23 as they still face a £22m shortfall over the next three financial years.  They understand that this is going to be a difficult time for families but need to maintain the frontline services which residents rely on.  
They estimate that adult care will increase by around £13.5m during 2022/23 therefore are proposing an increase of 3%.
It is believed that the Government are not going to reverse their decision to cut last year’s funding to Highways therefore leaving a £12m shortfall, therefore are proposing a further 2% increase.
•    LCC have been chosen for a Government pilot project aimed at ensuring school meals meet National Guidance supporting pupils healthy and well-being.  This pilot will work with our local Food Authority Food Safety Inspectors to check schools are meeting the standards required.  The Government also plan to launch a curriculum and training to ensure all children leave school with practical ability to cook six basic meals.
•    A new collection “Space to Earth” is coming to Lincoln’s Collection Museum from Saturday 5th March 2022.  
•    The rural bus service on Wednesday to Boston is stopping, though Call Connect will be advertising that a service will be available.  Eastville are proposing at hiring a minibus and are looking at contributions to the scheme.

According to Police.uk website the following incidents were reported in the area of Toynton All Saints:
    During October 2021 there were three incidents reported:
    Two incidents reported in or near to Chapel Lane
    1 x Criminal Damage and Arson – Investigation complete with no suspect identified
    1 x Other Theft - Investigation complete with no suspect identified
    One incident of Anti-social behaviour was reported in or near to the A16

    No incidents were reported during November or December 2021 

There was one incident of drugs reported during January 2022 where the offender was given a drugs possession order.

6.    HIGHWAYS
There is a pothole near the junction of A16.  Cllr Spencer relayed that she has already reported this on Fix my Street.

7.    PARISH MATTERS
a.    Memorial/Donation in regard to late Councillor Jim Swanson

Several thoughts were conveyed. A donation to Cancer Research, Plant a tree near village entrance or plaque on planter with a shrub.  

After discussion it was resolved to donate to repair a planter, plant a shrub and mark it with a plaque.

8.    PLANNING
a.    S/185/00317/22 – Two storey extension to the rear of existing dwelling to provide additional living accommodation – 1 Chapel Lane, Toynton All Saints

The planning application had been circulated to the planning forum.  After reviewing the application, it was decided there was no objection.

b.    Report on any Planning Application Information and/or Decisions
    The Planning inspectorate has dismissed the appeal associated with Land north of Peasgate Lane, Chapel Lane, Toynton All Saints. 

9.    FINANCIAL MATTERS 
a.    Financial Report

The balance of the Treasury Account before any payments are made is £2825.72 and that of the Reserve Account is £1542.21.

    It was resolved that these payments should be made.

c.    Grant Application from All Saints Church
A grant application had been received from Toynton All Saints Church for £300 in association with grounds maintenance. After deliberation it was resolved to approve the request.

11.    ANY MATTERS FOR DISCUSSION ONLY TO INCLUDE ANY ADDITIONAL ITEMS FOR THE NEXT AGENDA
    The following was discussed:
•    Community Speed Watch
•    Queried raised relating to planning permission to erect a noticeboard outside the Village Hall
•    On Thursday 2nd June 2022 from 2pm there is an event at the Village Hall to celebrate the Queen’s Jubilee, with High Tea and Entertainment.
•    Interest in purchasing the Methodist Chapel.  Concerns raised as to whether this would be viable considering there is no parking in the vicinity.
•    Newsletter
•    Dog Fouling Signage required near public footpath past The Square

11.    DATE OF THE NEXT MEETING 
    The date of the next Toynton All Saints Parish Council meeting as previously scheduled will be on Wednesday 11th May 2022.  This will immediately follow the Annual Parish meeting of which it was decided to commence at 6.30pm
