Minutes of the virtual Toynton All Saints Parish Council Meeting
held on Wednesday 16th September 2020 commencing at 7pm

There were no members of the public present.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were present for the meeting.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS OF DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations to declare.
3. NOTES OF THE MEETING HELD ON WEDNESDAY 29th JULY 2020 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. TO RECEIVE ANY REPORTS FROM ANY OUTSIDE BODIES
LCC Cllr Bowkett sent her apologies due to being away at the time of the meeting but forwarded a report for the Parish Council’s information.
- • You do not have to travel far to be a tourist with the many hidden treasures that Lincolnshire has to offer in taking a staycation due to the current climate.
- • LCC are looking for residents to join a new panel “County Views” to help shape services and develop ideas.
- • Over the past four years LCC has invested £28m in East Lindsey in improving and expanding services for residents.
- • There is a joint self-referral line between CAMHS, and Healthy Minds Lincolnshire called Lincolnshire Here4You on 01522 309120 Mon-Fri (9.30-16.30). This advice is available to professionals, young people and parents/carers concerned about the emotional wellbeing or mental health of a child or young person they are working with.
- • The Department for Environment, Food and Rural Affairs (DEFRA) have launched a campaign to encourage everyone to respect, protect and enjoy the outdoors. It aims to encourage people to responsibly dispose of PPE (face coverings and gloves), take their litter home and follow the Countryside Code.

- • Young people aged 25 years and under who live locally are invited by Lincolnshire Police and Crime Commissioner, Marc Jones via lincolnshire-pcc.gov.uk/get-involved/youth-commission to help set up the county's first ever youth commission as part of his drive to ensure all members of the community have their say in policing matters.
- • One You Lincolnshire is a Virtual Gym that has been set up for those who would like to get fit but are lacking in motivation.
- • The Better Health Campaign (www.nhs.uk/betterhealth) has been launched aimed to support people to live healthier lives and reduce their risk of serious illness. It offers a range of free tools and apps to support people to eat better, drink less alcohol and get active.
- • There is a Fix your bike voucher scheme to encourage cycling as an alternative to driving or using public transport. It is open to anyone who has an unused bicycle in need of a repair, helping them get it back on the road by providing £50 towards the cost of a service and repair.
ELDC Cllr Swanson reported the following:
- • Plans for a new college and Public Sector Hub in Horncastle have been approved.
- • The alliance of ELDC with Boston Borough Council is currently working with new statutory posts appointed.
- • Lincolnshire have been invited to bid for devolution. If this is successful, all District Councils will cease, and a new structural council will be I place.
- • ELDC have been working with the Platform Housing group to increase the number of properties built that are suitable for people with disabilities.
- • Councillors have agreed to accelerate two projects using the Government’s Town Fund. The pedestrianisation of Skegness’ Tower Esplanade and Sutton on Sea Colonnade project.
Incidences reported from the Police.uk website are as follows:

5 incidences were reported in the area of The Square.
3 x Anti-social behaviour.
No crime details are given for this type of incident.
1 x Criminal damage and arson.
The investigation has completed with no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
1 x Violence and Sexual Offence.
Unable to prosecute suspect, this could be for several reasons, e.g. the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
July 2020
1 x Violence and Sexual Offence in the area Watermill Lane. This crime is still currently being investigated by the police.
